Since 2014, the Cumberland County Improvement Authority has served as the county’s lead entity for economic development and redevelopment, investing over $650 million in construction and public improvement projects. Through more than 30 shared services agreements, the Authority has helped local governments enhance firehouses, fleet services, and waste collection—resulting in $5.3 million in taxpayer savings in 2025. 

The Authority has continued to lead strategic initiatives that strengthen the local economy. During the Covid-19 crisis, it acted as a central resource hub for businesses. With an overall economic impact exceeding $1 billion, its investments have created new jobs, expanded workforce training, and driven long-term growth across Cumberland County.

Our Latest Projects

For both private and public entities, The Authority has the ability and expertise to develop, construct, and manage all types of facilities. The Authority can assist in all phases of development – from initial design and bidding, to permitting, construction and final completion. In all aspects, projects will be compliant with regulations, budgets, and timelines. The Authority’s role and involvement varies from project to project, with the over-riding goal to maximize project funding and achieve the optimal use of expertise and available resources.

Bridgeton, NJ

River Grove Family Housing

In partnership with Gateway Community Action Partnership and Eastern Pacific Development Corporation, the Cumberland Empowerment Zone co-developed this $20 million housing project. The project included remediating significant environmental concerns, and transforming vacant properties into 65 townhouses. This project is part of the Southeast Gateway Neighborhood Plan developed in partnership with neighborhood residents and businesses.

Vineland, NJ

Vineland Police Headquarters

Completed in 2019, the Vineland Police Headquarters is a 55,000 state-of-the-art facility in Vineland’s downtown. Construction was managed by The Authority and included installation of the latest in communication and public safety technologies. In addition to the police station, the facility houses the city’s 911 call center and related emergency services.

CCTEC Health, Science, and Medicine Academy

A 53,000 new wing to the Cumberland County Technical Education Center is under construction, with completion expected in mid-2021. It will house STEM and STEM-related courses of study, with new classrooms, labs, offices and support services. The Academy represents an investment of $23 million and will enhance partnerships with Rowan College of South Jersey and Rowan University.
