What's New at The Authority?

Upper Deerfield Board of Education

Progress at the Seabrook School Pre-K expansion has been slow, due to the winter conditions. The CMU bearing walls have been completed, leading the way for structural steel and metal roof decking intstallation. Next up, the prefabricated wood trusses will be installed, as they were recently delivered to the site. The contractor has cleared some snow off the building pad from around the exterior walls to allow the carpenters to return to the site. The carpenters continue installing top sill plates and the wood trusses. The team will be working with the contractor to identify opportunities to make up the lost time, due to the weather conditions.

New Jersey State Police Barracks--Commercial Township

The Authority’s Construction Manager, Brian Nardone, was pleased to present the official Certificate of Occupancy to Trooper Zachary Reichenbach (#9088) of the New Jersey State Police, Port Norris Station, Troop A. The project achieved substantial completion on October 21, 2025—approximately six weeks ahead of schedule. Troopers officially moved into the facility on December 15, 2025. The Authority has developed an excellent working relationship with the New Jersey State Police and the State of New Jersey Department of the Treasury, resulting not only in the successful completion of this new barracks, but also in the delivery of four additional state-of-the-art barracks across New Jersey.

Bridgeton Board of Education

The Bridgeton Board of Education recently approved a Shared Services Agreement with The Authority for Owner’s Representative services in connection with the upcoming addition and renovation to the Bridgeton High School. The project includes the construction of an approximately 69,500 square-foot addition to the existing building and program driven renovations of approximately 7,100 square-feet. The addition will consist of spaces to support an Early College High School education program, new classrooms and lab spaces, a new student services suite, a gymnasium, and related support spaces. Renovations include construction of a new larger Nurse’s Suite in the existing Student Services area and construction of new Life Skills Labs in place of a group of existing undersized classrooms. The project will provide additional capacity of 326 student seats in grades 9-12.

CCTEC

Ogren Construction has mobilized and set up temporary fencing, as well as delivered the office trailer and heavy equipment. Reinforcements and concrete footings have been poured. The next phase of construction includes masonry, under slab plumbing and electric, followed by the floor slab. The new addition will be approximately 16,800 square-feet and house two dual-use classrooms, a construction lab, two manufacturing labs, a photonics stem lab, and welding lab, along with support spaces, such as offices, a conference room, and utility spaces. This exciting addition will provide space for training the future community contributors in much needed specialized areas. The project is expected to be complete in Spring 2027.

Bridgeton Fire Station

The new Bridgeton Fire Station is progressing according to plan. Pictured to the right, Mayor Kelly of Bridgeton, along with Bridgeton City Council, Bridgeton’s Fire Chief, and Deputy Chief were among the individuals who had the opportunity to sign the final beam for topping off the Fire Station’s apparatus bay. The project remains on schedule for completion in Spring/Summer 2026.

East Lynne Theater

The East Lynne Theater Company, presently in residence at Cape May Presbyterian Church, is preparing to repurpose its future home at the historic Allen African Methodist Episcopalian (AME) Church on Franklin Street. The Allen AME Church was considered one the “most endangered historic places” by “Preservation New Jersey” due to a devastating fire in 2018. The city of Cape May saved it when purchasing the church from its remaining congregation and has since been working on renovations. East Lynne leased the church from the city and entered into a partnership with the municipality to repurpose the historic building into a performance facility. The city will turn over the Allen AME Church to East Lynne in early 2026. The theater company plans to use the money raised from the Capital Campaign to begin work on an addition that will provide dressing rooms, bathrooms, a backstage, and an office, as well as to repurpose the interior into a theater complete with a lobby, sound booth, staging, lighting, and flexible seating.  Though it is still a couple of years away until the theater at the Allen AME Church is fully functioning, East Lynne is hoping to host events  such as art  and photography  exhibitions by  some of the  region’s most exciting  artists in the space.. When complete, the theater at the Allen AME Church will be the cornerstone of Cape May’s new cultural district, which already includes the Harriet Tubman Museum and the newest Cape May County Library, housed in the former historically Black Franklin Street School. The Authority will provide construction management and owners representative services to the East Lynne Theater for this project.

Linden Street Homes

Progress continues on Linden Street. Construction of the six new homes remains on schedule. Current construction includes utility connection to all six homes. The homes are in various stages of the installion of kitchen cabinets, interior trim work, and exterior siding.

Cape May Police Department

Construction of the new Cape May Police Department facility continued to move forward  in  January. During the month, all building footings were completed, and crews advanced underground utility installations, including trenching and backfilling operations. Work is now transitioning toward building pad preparation, in advance of upcoming concrete pours.

NJ Treasury Awards Two Additional NJSP Barracks

On January 8, the New Jersey State Leasing and Utilization Committee (SLUC) met and approved The Authority to begin work on the next two New Jersey State Police Barracks located within Troop C. The Red Lion Station in Southampton Township and Kingwood Road Station have surpassed their functional usefulness. Following the model station recently completed in Port Norris (Troop A), the troopers will operate out of a state-of-the-art facility featuring  a   larger  processing area with attached sally port and an open concept work area. Acquisition of the properties where the two stations will be located is in progress and the design process has begun. The projects are expected to be out to bid in late spring/early summer with construction to begin immediately following.

Salem County Social Services

TCO for Phase 1 of Salem County Social Services has been received. Casework and systems furniture are in the process of being installed, while Demolition of Phase 2 is ongoing and should be wrapped in early February. Reconstruction of Phase 2 is expected to be complete in March. The project is on schedule to be complete in summer 2026.

Cape May County Justice Complex

Work continues at the new $21,546,500 Cape May County Justice Complex. Earthwork for Bioretention Stormwater Basin #1 is complete. Concrete footings and masonry foundations are complete. The concrete slab-on-grade was poured over a two-day period on January 22 and 23 and was preceded by all under-slab rough-ins and in-slab reinforcing. Weather permitting, construction of load bearing  CMU  walls  and   the  CMU   stair  towers   are expected to commence on January 29 and continue until February 13, allowing structural steel framing to follow shortly thereafter. The project remains on schedule for substantial completion by July 7, 2027.

Salem Redevelopment

The Authority and other local agencies met with Perdomo Worldwide, the developer who has purchased the former Anchor glass factory in Salem to tour the site as well as discuss demolition of the 500,000 square-foot building and redevelopment opportunities on the 28-acre site, which includes a rail spur. The Authority is committed to working with Salem County and the City of Salem to encourage completion of the project. The redevelopment of this site complements land bank efforts in Salem. The Authority, the City’s Housing Committee and the Community Advisory Board are meeting regularly to finalize property transfers for the land bank, with an eye on providing housing opportunities in the city’s Quality Improvement Zone, which stretches from Olive Street to Yorke Street, as well as other strategic properties in other areas of the city.

Salem Community College Football Program

On January 28, Salem Community College held a “kick-off” event for its new football program, unveiling its new uniforms and head coach. The Authority is working closely with the college and Diseño Urbano to construct the facilities needed for the program. This includes a 7,600 square-foot complex, including multiple locker rooms, shower, and athletic training space adjacent to an outdoor training facility. This is the latest collaboration between the college and The Authority, building on efforts to expand the school’s nursing school and enhance workforce development programs in collaboration with the Cumberland, Salem, Cape  May Workforce Development Board and One Stop Career Centers.
